Two charged with lascivious behavior in Wausau parking ramp incident

WAUSAU (WAOW) – What started out as an early-morning noise complaint at a downtown Wausau parking ramp turned into police discovering two homeless people involved in sex acts in an elevator lobby, according to a criminal complaint.
