MADISON, Wis. (AP) — The Wisconsin Senate was poised to approve nearly $3 billion in cash payments for Taiwan-based Foxconn Technology Group on Tuesday, an unprecedented incentive package for the electronics company to locate a flat-screen factory in the state.
