Kohler Co. was fined $20 million in part for skewing emissions tests with a 'defeat device.' What's that?

Famously found in Volkswagen engines, rather than small engines like Kohler produces, illegal defeat devices skew emissions tests, and the EPA has a national initiative to cut them out.
