Foxconn won't get $3 billion unless it creates 13,000 Wisconsin jobs, Gov. Scott Walker says

Gov. Scott Walker took to the airwaves Thursday to make the case for giving $3 billion in tax incentives to Foxconn Technology Group so the Taiwanese company will build a massive plant in southeastern Wisconsin that will employ thousands.
