Pipeline giant Enbridge accedes to safety measure, but is it enough to protect the Great Lakes?

Problems responding to potential wintertime oil spills out of pipes on the bottom of the Straits of Mackinac remain unaddressed in a new safety agreement between Michigan and pipeline company Enbridge.
