Tomah Man Accused of Multiple Harassments, Sexual Harassments to a Woman
A 30 year old Tomah man has been referred to the Monroe County District Attorney’s office for three separate accusations, including one for sexual assault. Monroe County was contacted by the Adams County Sheriff’s Department about an investigation into Robert Noggle of Tomah. The investigation led to a woman accusing Noggle of the three incidents. The first accusation occurred back in 2014 that included physical violence and ripping of the woman’s clothing. The 2nd accusation took place during a camping trip where Noggle apparently put the woman in a choke hold, making her eyes go fuzzy and blank. This incident has a witness to confirm the accusation. The third incident took place during consensual intercourse; however Noggle performed a painful sex act that the woman said no to multiple times. The woman says she hid in the bathroom afterwards. Noggle is currently incarcerated in the Monroe County Jail.
