A 30 year old Tomah man has been referred to the Monroe County District Attorney’s office for three separate accusations, including one for sexual assault.  Monroe County was contacted by the Adams County Sheriff’s Department about an investigation into Robert Noggle of Tomah.  The investigation led to a woman accusing Noggle of the three incidents.  The first accusation occurred back in 2014 that included physical violence and ripping of the woman’s clothing.  The 2nd accusation took place during a camping trip where Noggle apparently put the woman in a choke hold, making her eyes go fuzzy and blank.  This incident has a witness to confirm the accusation.  The third incident
